Scheduled business inspections may be allowed to be carried out via audio and video communication throughout 2021, Izvestia writes. The corresponding decree was developed by the Ministry of Economic Development. Such a prescription was already introduced earlier, at the height of the pandemic, in order to reduce the face-to-face interaction of controllers and entrepreneurs. As noted in the department, unlike the spring antiquated measures, the draft resolution does not oblige inspectors to carry out only remote checks, the Ministry of Economic Development emphasized. The document only gives the supervisory authorities such an opportunity.
Also, after the entry into force of the Law "On State Control", the Ministry of Economic Development proposes to give the opportunity to replace scheduled field inspections, which can take up to 20 days, with an inspection visit, the duration of which does not exceed one day. In addition, the department considers it expedient to halve the maximum period for a scheduled on-site inspection and limit it to 10 days.
According to experts, business has always advocated expanding the practice of remote control by executive authorities, and the draft resolution makes it possible to test this format for all types of supervision. Also, the main advantage of refusing to meet in person, in addition to countering the spread of coronavirus, is the reduction of corruption risks, experts noted. They believe that any checks can be carried out remotely, even a fire inspection in the format of a video report along with a plan of the enterprise.
